Enumerate session IDs the native layer is currently tracking from a
previous app launch. Used by the Resume banner UI on app start.

iOS: pulls from URLSession.background's persisted task list +
the small state file we maintain in NSUserDefaults.
Android: pulls from WorkManager via tag scan + EncryptedSharedPrefs.
